Female Reporters are being turned away from the House of Representatives for wearing sleeveless tops

For traveling to Muslim countries, if you admit that Republican House of Representatives is same as Saudi Arabia then I accept your argument.

So it's OK for the Democratic party to dictate how women dress. This pretty memo much establishes that it is accepted policy. Venue is unimportant.

Obama's campaign is NOT the Democratic party, campaigns are PRIVATE entities. And that memo was about traveling to MUSLIM countries, your article itself says so, venue is very relevant as the same policy didn't apply in America. Is Capitol Hill in Saudi Arabia?
 
I personally find sleeveless tops, or just Skin in general, to be distracting and unprofessional.

If it were up to me...all employees would be wearing pantsuits, o_O and maybe flat shoes too mandatory,

Basically everyone would look the same.-- that's why private/uniform schools, in general, are more successful than the public more liberal one's.
