Nahhh. People in cities would be (my biased judgement) more awere of this. Harder to convince. The word would spread faster about this ,,scam". More vitnesses.
+ 500M cameras & facial recog.

In those distant regions, some of em, still lives like in the middle ages. Easy prey.

Dealers would come from another side of China. (Or wherever) Hard to track.
