Wherever you go in this world, whatever kind of "administrative unit" you visit, whether town, neighborhood, county, state, province, or country, if there is a socioeconomic minority there you will find, "shit schools, higher crime rates, broken homes where the father is missing in the vast majority of cases, poverty that is through the roof" etc., but what you won't find is that in every case that unit of examination is "socialistic"; if they were, they wouldn't be so stratified in the first place.
