IMO (not a lawyer, but know a few), a US user would be considered an "innocent infringer" and not really subject to any penalty unless you are put on notice that your activities violate US copyright law. In addition, allofmp3's activities seem to be in the realm of international law that is subject to treaties/conventions.

This country is totally bass akwards in it's priorities. Cops, firemen, teachers, and scientists struggle while sports, movie, and music practitioners consume the wealth. Whose fault is it? It is the fault of the cops, firemen, teachers and scientist who are willing to pay the bloated ticket or cd prices.
