Political bias he says... The law is fairly clear on matters of self defense. Shooting someone who's not a threat is pretty open and shut in that regard. Then again, you're blinded by your political bias.

That is the state law — similar to the law of nearly all other states regarding the use of force by police.
the threat was "extinguished" the moment the vehicle passed those officers. It's how physics works.
Imagine shooting a perp and once writhing on the ground, continue shooting until "extinguished".
