Right, they should have called another cruiser who would not have been available had a crime been committed elsewhere to fetch someone's jacket. You are aware how off this sounds? So our tax dollars now go not to prevent crime but to do shit because our police force is too afraid to speak to people and ask why they do what odd things they do? Why did that guy not stop and simply answer the questions of the cops? Because he did not have to? That's the reason?

If I was the Police in that scenario...I would have someone drive to his home while he was walking to verify to the owner that its their teenager walking home and to then ask the owner for his jacket to take back to him or I would have just followed him home knowing he most likely lives nearby...

Driving behind him to ensure he got home safely considering the call was initiated as a "welfare check".

So, no, what I would have done is stop, answer the cops' question and if that took longer than 30 seconds I would have asked whether I can sit in the cruiser as it is very cold. That is what I think every rational person would have done, white black or yellow or brown. I am 99% sure that if my story checked out the cops would have actually driven me home right after.

But there was a probability that he had just broke into someone's home and killed them on his way home from "work" and had to take off his bloody coat and leave it at the scene.

Detain him based on what? He didn't look right in the neighborhood? He didn't seem appropriately dressed? He was deemed to be intoxicated without a sobriety test or breath/blood diagnostic?
