If I was the Police in that scenario...I would have someone drive to his home while he was walking to verify to the owner that its their teenager walking home and to then ask the owner for his jacket to take back to him or I would have just followed him home knowing he most likely lives nearby...

So, no, what I would have done is stop, answer the cops' question and if that took longer than 30 seconds I would have asked whether I can sit in the cruiser as it is very cold. That is what I think every rational person would have done, white black or yellow or brown. I am 99% sure that if my story checked out the cops would have actually driven me home right after.
