Think of it more like this: we rebelled against a good God and the consequences of that are that we CHOOSE to do things that are evil. God, being a good God, must punish evil, because evil is dangerous and against God. God offers reconciliation. Those who are not reconciled to Him will be punished for the evil they have done.I don't honestly know.

I think part of why it's difficult to understand is that we really don't see how bad evil (sin) is. We accept each other because we are all in the same boat. If God had not shown us in the Bible that He is completely repulsed by evil, we would never have known that about Him, because it is contrary to our own experience of making excuses for our evil thoughts and behavior.
