I'm not upset at all. I happen to think that DeSantis preemptively anticipated the coming vax passport tyranny and is taking action. Even that doesn't bother me because I mostly fly myself in a small twin or travel in a private vessel and will ignore whatever the Karens come up with. Unless the feds plan to put jackboots in every tiny airport in the country I doubt I'm gonna have any issues lol.Unless CDC or federal guidleines change, DeSantis is not going to win this won on his own as he does not have the power to do so for interstate commerce. The cruise ships lease the space and paid for the building of the terminals there and the new renovations. de Santis does not own the port and all the property and lord over it.

Like you mentioned I think its a bill not an EO so it has to pass into law so who knows what will happen. I don't know Florida politics very well yet.
The leases require, as many do, that the occupiers continuously conduct the business for which the berths where leased to them so the cruise lines unwilling to comply with local law would have to break or otherwise terminate their leases. Those leases may automatically be terminated if the lessor is not in compliance with local law. Vessels could be seized for fees as is common all over the world.
