This is a legit question... I do not know the answer already.
Why would Florida not be allowed to govern its own ports to this degree?
Is there Federal law in this area which overrides state police power?
(like I said I am asking... I do not know. )
The Feds did not try to dictate Covid rules on states... so what makes this different?
Florida state cannot regulate what private companies create as a policy that does not violate any laws....
If a restaurant says you need shoes to enter their restaurant, Florida cannot make it illegal for a restaurant to require shoes.
Seriously.... this is pretty easy for most high school students to understand... has nothing to do with police powers and al lthis made up shit.
Requiring vaccine proof is NOT illegal so a cruise ship can require that before you buy a ticket to go on their private ship and abide by their terms. End of discussion. If you don't want to get a vaccine then wait until next year to go cruising.
