That's true but I think the number of people is so low that they would develop complications...
They deemed it "safe" for the overall population although I've forgotten what that safety threshold percentage represents.
Looking back, I myself only had complications once when I was a kid and I've had the flu shot maybe 6 times since. Last time was last year...no complications...no fever...no soreness in the arm...nothing.
In contrast, my Mom had the Flu vaccine two years ago and she had to be taken to the hospital the next day. Released two days later after a bunch of tests on her heart.

I have never had any complications myself from a flu shot but I don't trust what might be coming up with a Covid-19 shot. And having that a mandatory shot doesn't sound like a good idea to me.
Sad to hear about your mom having a bad reaction to the flu shot. Glad she got out of the hospital two days later. Hopefully the bunch of tests on her heart turned out well.
