Correct. Right now it's 3. The 23rd Amendment grants 3 Electoral Votes to DC. If Congreff made a new state out of DC, then those 3 votes would need to be removed from what's left of DC with a Constitutional Amendment. DC Statehood is Unconstitutional anyway as it's a Federal District made from land ceded from Maryland. Precedent has already been set when land was ceded back to Virginia and that's what would need to happen again (back to Maryland)----if anything at all.

Atlantic admitted it by stating that Republicans would do it if the shoe was on the other foot. ---That is the only reason as there is no benefit to The Union by admitting DC as a state. It's unconstitutional anyway.
