As long as you are non US citizen/green card holder and don't live in any one country more than 183 days, you're a defacto nomad and non resident in most countries and thus free of national taxes. Some countries are trying to remedy this by making you resident of the country where the greatest tangible assets are held. But that's very hard to determine if one has multiple properties, cars, etc.

I'm not going to bite over the overt racism, because I'm of the trying to understand the other's point of view character.
You pointed out yourself that outside Budapest, if you're not local people will not be friendly. And Hungary's government is one of the most nationalist right wing government in Europe, with Poland. This and that would be a good reason for foreigners to steer clear of Hungary and I can imagine the challenges for anyone who isn't even the same skin color. But that says more about Hungarians than foreigners. Seems like you left because you grew up with that mentality yet, now that you're in the US, you've come to see others not necessarily as threats, but simply as diversity. Yet, when checking back with Hungary, you hear of the hords of Muslim migrants invading and those you know there are scared, angry, whatever.. so your repeat the message, also because the US doesn't have a large middle eastern population for you to identify with so the unknown also contributes to your own fear, anger, etc. Please remember that others fears and hatred doesn't need to be yours, because you've experienced diversity and found that regardless of where we come from, we have good people and bad people, that you may have more in common with the middle eastern Muslim leaving his country for a better tomorrow than you have with the hate spewing nationalist Hungarian who feels invaded by anyone not exactly like them.

Actually that's a terribly written article, which doesn't make clear what is so different from getting a 6 months tourist visa, something that isn't particularly difficult to obtain in Europe.

It's one thing to be able to get a long term stay visa, it's another thing altogether to secure a work visa. Croatia seems to offer long term stay visas to those who wish to live in Croatia but I'm sure it will also restrict people from getting a job in Croatia and may even impose some form of taxation. It's all benefit for Croatia to have financially independent individuals contributing to the local economy without stressing the job market or the government provided safety net.

It is clear that if you thinking of moving to Croatia or Estonia just because you can live on a thousand Euro, I have a bridge to sell you. My main point as the article I posted that you as an expat, not speaking the language will be fucking miserable and lose your bankroll most likely.

What you tell is complete nonsense.

This is EU law:
Each country has its own definition of tax residence, yet:

• you will usually be considered tax-resident in the country where you spend more than 6 months a year
  
  
• you will normally remain tax-resident in your home country if you spend less than 6 months a year in another EU country.

Just a few examples of the problems that I encountered:

• I moved to a low tax country. The first things they ask if you open a bank account is your resident address and passport. No resident address? No bank account.
• With no tax residency you won’t be able utilize any DTAs, so income is generally taxed at source.
• When you have to renew your passport, driver's licence or ID card they need your resident address
• YOU need to proof where you lived for each day of each year. If you cannot, be default they will decide where you should pay. So make sure you can proof where you lived for each day of each year.
• If you receive an income, those who give you that income have to register your full identity including where you live. They also have to make a payment to you. With that payment they can trace where you are.
