All Cuomo and Newsom stated is that there are state medical review boards in their states and 14 additional states that work with the FDA to validate the vaccine has properly completed safety and efficacy testing in a Phase 3 trail before approving the vaccine for use in the state.

What is so difficult to understand about this?
