The purpose of the investigation was NEVER to second guess if it was appropriate to charge Clinton. OIG specifically stated this in their January 12, 2017 memorandum announcing this review and they reiterated it in the report. OIG also stated that not second guessing does not equal an endorsement. This judgment was not in Comey's lane and it certainly isn't in the OIG's.Your claim is beyond ridiculous.
