For this, and every other bill, we need transparency about the pork up to exactly who requested/demanded/included the pork, as well the alleged chain of custody until the funds reach the alleged recipient(s).

One problem with sending millions to other nations is the chain of custody and oversight over the alleged recipient program. They are not any of the 50 states where at least there might be some semblance of custody and oversight.

Who, in these foreign countries, is first to touch the funds? Who is second? This dark environment is ripe for kickbacks to whomever put this pork into the bill in the first place...as well kickbacks to whomever will vote for it. Makes you wonder if this is not how some legislators leave office as millionaires.

My replies imply there is some quid pro quo involved. I don't know what percent that is GOP or DCC. Especially funds going out into the darkness of foreign governments, and how easy it would be to get back perks through non-transparent pipelines. Not to mention how little of the funds would actually reach the named beneficiary peoples and/or programs/studies. If only 5% of the funds ever reached their named beneficiary, who would know (that 95% is being skimmed)? What enforcement makes sure it all goes as prescribed?
 
All those foreign aid in the billions of dollars should be removed and other pork inserted by the politicians in Congress and instead, a higher amount given to American citizens. No monies for illegals (foreigners) and monies should be given restaurants being bankrupted by abusive Democrat politicians. I agree with President Donald Trump 100,000%, veto this bill as written if needed be.
