I can certainly see how, if you're looking for business competitiveness, these states would be some of the worst. Of course, CNBC and it's management aren't concerned about things like taxation or cost of living, traffic and congestion, housing prices and other things that many folks care about.

- The Top States methodology weights 10 major categories based on analysis of state's economic development plans.
- The top three categories for 2018 are Workforce, Infrastructure and Cost of Doing Business.
In short, if you make your criteria specific enough, you can get any state in the worst or best list.
