I think what he's saying is we should be throwing braggarts in jail for making threats even if a crime hasn't been committed.
That or relax judicial rights and tail the tens of thousands of people who are reported to the FBI at tax payers expenses on the off chance they snap.
Unless it's something more sensible like "you threaten the physical integrity of someone, we'll take your 2nd amendment away."

Deputies had been receiving calls about Cruz and his violent behavior since the age of 10. Apparently Cruz had been diagnosed with depression, ADHD, OCD and autism, and had a violent history of outbursts.
