School supplies you buy yourself, so you have what you can afford. Tutoring comes from your parent's pocket and rarely can people afford it.
The people who graduated rarely ended up as dealers or thugs, most are fairly average.
Bottom line, school or education quality doesn't force anyone into thug life. It can harm your chances in life but will not define you.
As stated, inequality is everywhere. Even in majority black US cities. What could be blamed there? If not skin color then height? nose size?
