Some anecdotal personal evidence. I attended a school that was in heavy disrepair, heavy windows fell off the frame one time. Most of it hadn't been renovated for many decades. Extra curricular activities? What are those...
School supplies you buy yourself, so you have what you can afford. Tutoring comes from your parent's pocket and rarely can people afford it.

The people who graduated rarely ended up as dealers or thugs, most are fairly average.

Bottom line, school or education quality doesn't force anyone into thug life. It can harm your chances in life but will not define you.

Also. We can play "what would you do". If I lived in the Chicago ghettos, I'd save a few weeks rent (don't tell me it's impossible), buy a bus ticket anywhere where I want to go and can afford to live. Unemployment is rising but there are still jobs. In a more major city you will land on something. Then I'd forget about the slum life forever. Better option than getting shot.

Being convicted for selling a 20 dollar rock at 18 shouldn't effect your ability to get a job at 30 but for millions of blacks it does.It also prevents you from getting financial aid for school as well.

Elyse Goldweber, the Justice Department lawyer tasked with taking Trump's deposition, has stated that during a coffee break Trump said to her directly, "You know, you don’t want to live with them either."[16]

The Trump Organization was sued again in 1978 for violating terms of the 1975 settlement by continuing to refuse to rent to black tenants; Trump and his lawyer Roy Cohn denied the charges.[50][51][52] In 1983 the Metropolitan Action Institute noted that two Trump Village properties were still over 95% White.[53]

Chicago is one of the nations most dangerous cities to live in, black, brown or white. The entire city government is democratic, top to bottom and everything in between. Been that way for 9 decades running, not a single break in the democratic action. One hundred percent democratic policies in place for every aspect of living, doing business, education, policing, nothing left untouched. If left leaning democratic policies are the answer to racism, inequality, poverty and crime, then a city like Chicago should be the most prosperous, safe, civil place to live in on the entire fucking planet. I completely support Trump here. You can rent to whoever you want. I've been told to my face that the owner won't rent to me for being "a foreigner", I'm mostly fine with it. Plenty of people who will take my money. Now if I was black, I'd go apeshit, go on Facebook, then the streets, then looting because "dey racis".
