In some cities the Mayor, Chief of Police and Fire Chief report to the city counsel. In effect, they work for the city counsel. Something like the relationship between a company board and company officers.
I don't know if Minneapolis is formed around a charter or something that describes what they are obligated to do so far as services etc.But having the power to remove them from office for cause versus getting rid of the entire agency all together still is quite different and I doubt they could decide to remove an entire public service from the county or city...

Reading on it a little today it looks like in that town the city counsel can do what it is threatening. The only remedy is voting them out or maybe a federal intervention. They have the support of the State AG so they are emboldened.
What they hope to accomplish is not clear to me. Is this a huge virtue signal? Do they think crime will not increase? Is this something else? Its hard to tell.
