But having the power to remove them from office for cause versus getting rid of the entire agency all together still is quite different and I doubt they could decide to remove an entire public service from the county or city...

I don't know if Minneapolis is formed around a charter or something that describes what they are obligated to do so far as services etc.
Reading on it a little today it looks like in that town the city counsel can do what it is threatening. The only remedy is voting them out or maybe a federal intervention. They have the support of the State AG so they are emboldened.
What they hope to accomplish is not clear to me. Is this a huge virtue signal? Do they think crime will not increase? Is this something else? Its hard to tell.
Ultimately, a state is required to show that all citizens are receiving "equal protection of the law" under the U.S Constitution. A state cannot just allow one of its municipalities (which are 100% creations of the state and subject to having their incorporation or powers removed by the state) to declare that law enforcement no longer exists in a certain zone without expecting lawsuits up the ying yang.
It is true that some municipalities fall on hard times and can no longer provide a certain level of law enforcement or have to get out of the law enforcement business and just let the county handle it, but that is a different scenario. Even that has legal and constitutional problems if the end result falls below a certain level of service.

This police chief chick has been on the job only about six months and was recruited to be chief of police because she is a lefty's lefty for one of the leftiest places in the country. She just caved though. Apparently not lefty enough. Mayor Lefty there in Minneapolis is above to go tits up too. Give it another day or two.
No doubt she will surrender her pistol to the Commandante of the local BLM Infantry Division in a peaceful transfer of power.

"He's the exact right person at the exact right moment.," she said at a news conference.
