If people choose to live in an area where they cannot afford to live well, then yes, that is a choice. I moved, with barely any money, several times throughout my life to better my situation. It wasn't easy, and it required planning, but it can be done.
So easy to whine that "it's not my fault".
I can't exactly blame inequality simply because some poor chap wants to live in Silicon Valley, but can't afford it.
