The best model I have seen the last 90 days is Sweden's
Sweden's 7 day average of its daily death rate is at 3 deaths per 10 million.
They now have zero excess deaths.

I would isolate the high risk. (that part is a lockdown)
I would let the low risk group low risk live and work with some social distancing.
I would test and trace for clusters.

Have her come to your house to cut your hair and get your friends to use her as well to support her.

I hope you slipped her a few $100.
 
She could only take cash.... So I gave her what I had. It was not that much more than normal.

2. Regarding friends... good idea... but my 3 sons don't go to her because she only does certain kinds of cuts well. Lets call them dad cuts.

She is very good at cutting them in, shaping and thinning so they stay balanced and don't look like new haircuts. ( I hate the imbalanced feel of new hair cuts from cheap places) She does not just cut the tips like they do at fast cut places.
She is no Picasso... but, she uses the proper techniques. Not like the fast cut places.. in my experience with them.
