In what became known as the Cutter incident, some lots of the Cutter vaccine—despite passing required safety tests—contained live polio virus in what was supposed to be an inactivated-virus vaccine. Cutter withdrew its vaccine from the market on April 27 after vaccine-associated cases were reported.

The mistake produced 120,000 doses of polio vaccine that contained live polio virus. Of children who received the vaccine, 40,000 developed abortive poliomyelitis (a form of the disease that does not involve the central nervous system), 56 developed paralytic poliomyelitis—and of these, five children died from polio.[2] The exposures led to an epidemic of polio in the families and communities of the affected children, resulting in a further 113 people paralyzed and 5 deaths.[3] The director of the microbiology institute lost his job, as did the equivalent of the assistant secretary for health. It is interesting to note that Dr. Jonas Salk viewed that the Polio vaccine had higher priority than other vaccines for other diseases such as measles with higher mortality rates.

By the early 1950s Polio had a lower fatality rate than other diseases such as measles , but wards full of children & adults on the iron lung for months and crippled children for a lifetime was more depressing to the public than simply have a child quietly die in a few weeks from other more fatal diseases.

Exactly, let's assume mortality rate for Polio was 0.0%. What about the hundreds of thousands of kids in iron lungs and crippled and the additional cost of those medical treatments or pain and suffering that can be prevented from the vaccine. The affect on society is sometimes worse than something with temporary side effects and 3% mortality rate, especially if you can prevent it..
