You do realize the primary purpose in the formation of a national government is providing a national defense.
This is the explicit purpose of forming the US federal government:
"We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America."

Im not going back but Hamilton and Madison disagreed on the “general welfare” clause and various other aspects of the constitution and the government at large. I believe this matter was settled in the Story court. This is freshman year US government 101 stuff.
Anyway, the explicit purpose of government is stated in the constitution’s preamble. That’s a fact. The ensuing body confers powers and limitations on ways and means to achieve the stated purpose. Truly basic, fundamental stuff to understanding the federal government.
