However if the west coast off-loading delays and economic pain reach a high enough level then they may want to consider it.

Why not? It seems like the most rational thing to clear the backlog.
The military is actually awesome at logistics and transportation. They have trucks, drivers, planes, cranes, you name it. They move supplies across the country and across the globe.
Will Biden actually do it, IDK, but some backlogs can be stubborn and last for years. It’s best to clear it sooner than later.

He can only use National Guard if they're trained for such but "weighing the use" only implies someone in his administration has thought about it after hearing some National Guard individuals have job experience...most likely currently working in another occupation and maybe residing in another state.
Nothing to be concerned about considering it's a Union job.
