I don't believe that was a "study". It was more of an opinion peace. What it called for was freedom of association, as opposed to forced, mandatory integration. I completely agree with this position on libertarian grounds. People already usually segregate racially when they are free to do so, for the most part. Just go look at a jail, the lunch room or playground of a 'multicultural' school, most nighclubs, hell even most neighborhoods. A small minority are intermixed. On the bi or tri racial playground, white kids playing in the black crowd and vice versa are the outlier. How many white people live in predominantly black areas? Maybe a few, but it's very unusual. The point is that people segregate themselves in most cases and legislation of mandatory integration runs counter stream to human nature. Human nature, is that most people are most comfortable around, prefer to surround themselves with, and mate with, people like themselves, and there's nothing wrong, hateful, or "racist" about that. To have a preference or affinity for your own race, doesn't mean you hate others. Most other races are free to express this preference for their own people and affinity for their own culture ( Black entertainment television, latino students union). It's only when whites organize along racial lines that it is "hateful" or "racist".
I agree, not with mandatory segregation, but with the right to voluntary segregation and complete freedom of association, which we now do not have. I agree with it on Libertarian grounds. I find it ironic that you haven't chosen to persecute many of the black and latino groups which have called for segregation in neighborhoods, schools, and have even expressed desires and made plans for secession ("reconqiusta " for the latinos and "new africa" in the south for blacks). Why is it you get so angry about white people holding conferences and publishing magazines, but you aren't worried about these other racially based groups which are a lot more extreme? Kind of a double standard don't you think? Personally, I'm fine with them segregating their schools, businesses, communities if that's what they chose to do. I just ask that the same freedom be extended to all other racial groups.

Here is one scholarly study I found at Amren, nothing racist about it ofcourse, calling for segregation along racial lines can not be racism.
