You can call anything, anything you want, if it makes you feel better about the world trying to be more diverse.
But it is generally not considered to be racism when making selections based on race or sex, when attempting to diversify a group that is biased towards one race (usually "White") or sex (usually male).
Selecting someone for a position based on their race and/or sex while excluding others not of that race/sex is the very definition of racism and sexism.
You cannot make a case that when applied to candidates of one race/sex it is good.... and when applied to candidates of another race/sex it is bad. The focus should be on finding the best qualified candidate for the job while being sure that bias does not play a role in the selection process.
