Yes, you can use Medved Trader to send trades via IB even if you do not have IB's real-time streaming data subscribed. This of course assumes you have some other datafeed that you can use in Medved Trader.
You do have to disable some setting in TWS to remove that check for API orders.
One of the most important things to take care of the forex broker is to keep working on the charting and conducting the market analysis. To do so, I have been using NinjaTrader and Sierra Chart which have been working quite good for me to do the charting and understand the market well.
