And all with controlled single shot firing. Almost as if you don't need burst to be lethal if you are competent and this reduces risks to bystanders eh?

From my own experience I'd always say just a few percent are born for that situation, up to ten-fifteen with training and the rest should not be armed as their nervous systems are just not capable.
