On a very high level. It takes quite a lot of effort to purchase 2nd and so forth guns in NYC, and getting a first one is no easy task by any means, plus it is a long process where you being thoroughly vetted.

.... People with the intent to commit illegal acts with firearms would still obtain firearms! But people whose intent was to defend themselves would not, because they would want to follow the law. You would be robbing law abiding citizens the chance of defending themselves and not making any noticeable dent in crime.
