    If the preferred is listed on the AMEX NYSE or Nasdaq, any broker will let you purchase it. Some have different symbol translations. So Bank of America's preferred class A might be BAC-A or BAC.A or BAC/A or BAC.PRA or BAC/PA. But regardless they all have the same cusip.

    Yes this is how it has been since Oct, and dont expect it to get better. Clearing firms need to locate all settled shorts, I dont know what they were doing before but since the change in Oct, buyins are becoming more frequent.

    With Munis you must spread you risk out. You might want to look at are Close-End muni funds. If you live in cali there are funds that will be state and federal and state tax free. My choice would be any fund that has started in the past 6 months, they would have snagged some long term munis...
