If the preferred is listed on the AMEX NYSE or Nasdaq, any broker will let you purchase it.
Some have different symbol translations. So Bank of America's preferred class A might be BAC-A or BAC.A or BAC/A or BAC.PRA or BAC/PA. But regardless they all have the same cusip.
