Are you referring to a concealed carry license? My understanding is that there is no license required to purchase a firearm, at least in most jurisdictions. You do have to pass the federal firearms background check.
There is an important issue here that you seem to be overlooking. The right to keep and bear arms is protected by the Constitution and has been affirmed by the Supreme Court as an individual right. I should not have to convince some panel of busybodies that I deserve to have a gun any more than I have to convince them that I can write a newspaper editorial.
The facts as I understand them are it that ordinary citizens may not carry in New York City and possibly Chicago. If so, our second amendment rights are effectively irrelevant in these places.
You can carry in those cities. These jurisdictions get around the amendment violation by putting immense difficulty in getting approval for your CCW. High costs, high rate of denials, etc. They make it next to impossible in practicality but say you can get one. Of course, criminals get whatever they want.
So our second amendment rights are constructively blocked by the actions of these cities. Isn’t there legal precident to being able to overturn overly restrictive ordinances? If so, why isn’t this being done?
It was partially done in Chicago. Hard to overturn when liberal judges rule in favor of existing law. Costs money to appeal.
