Clinton hands down. Cut capital gains tax in half. Took the number of welfare recipients to the lowest level since the inception of welfare. Made efforts to curb the "war on drugs". Reawakened investment and innovation in the USA. No denying Clinton's presidency was the better to the USA than any other in a long, long time, or since for that matter.

He was more of a fiscal conservative than the republicans who preceeded him and suceeded him. If only it wasn't for his bitch ass, loud mouth wife and her health care/social plans etc. Since when does the first lady get to shape and initiate policy anyways?! No wonder he cheated on her! Can you blame him??

he did donate the money to charities. he decided that the nobel committee trusted that he could use the money better than they could.

Kissinger also got the controversial nobel peace prize.

I'd say it is a toss-up between Reagan and Clinton - both seemed to connect with the people that all the others can't grasp plus the nation as a whole became a better place to live than what has been accomplished or yet to go into effect than all the others combined.
