Haha. A PhD is political 'science' is not well-qualified, it's a worthless skill unless you want to go into government, political analysis, or a think-tank.
Mass-mailing 1000s of CVs is idiotic. 90% of jobs are not advertised, and there is no possible way you can tailor 1000 CVs. Companies don't want a cut & pasted identikit CV, they want you to know about the company and be a good fit there. How can you be a good fit for 1000 places?
The way to get jobs is to identify your skills, talents, and interest, then network like crazy, research your target field of work like a maniac, and then speak to *everyone* in that industry with hiring power. If necessary, offer to work for free or do work shadowing, work experience etc, just get yourself known and in the door, then work your nuts off, people will notice if you are good, word will spread. Keep doing that and let it be known you're looking for a position. Even in times like this, it is very difficult as an employer to find excellent, motivated, talented staff. If you are good then you can generate more in revenues than it costs to employ you. If you can do that, then companies will always hire you once you have proven it to them, because you add to their bottom line today, and have potential to add more tomorrow.
I guarantee you that this woman has not done a proper job search, like most she just assumes that mass mailing CVs to everyone is the way to go - well guess what, every other unemployed person out there is doing the same.
Finally, if employment is so bad right now, then start your own business, instead of assuming other people will pay you a hefty sum each month just because you can write a 4 page CV. Instead of marching in the streets because no one is giving you a free ride, how about some creative thinking, how about some old-fashioned elbow grease. What about the unskilled refugees from African and Latin America, they are far less intelligent and educated, they face class and racial prejudice, they seem to be able to survive in Spain, I'm sure this privileged woman can too.
