It's hard for me to believe that a politician is stupid enough to actually put that crap in print, however if it's true, I hope the business in question gets some free legal counseling and takes it to court.

I would bet that it's a fake. The demands/requirements stated in the letter are unconstitutional in almost every imaginable way.
