Getting back to pager explosions, a state actor wiring up communication devices (pagers) with explosives which are then sold to retail customers randomly would imo constitute a war crime.
Once the pagers are supplied by the supplier and distributed to the public, there is no control who receives them.
The only comment for this action, who buys pagers in this day and age?
Probably only criminals who don't wish to be traced.
Generally the public have no use for pagers, but maybe school kids could use them as a cheap form of communication with parents, just musing.
But imo, Israel continues to dig a deeper and deeper hole for itself.

You only need look at Bidens actions of fueling this war with weaponry that American mentality is, "killing is good", "We resolve disputes by eliminating people". "Civilians casualtues, ahhhhhh, don't think about it too hard, it is what it is, our god is a god of warfare, suck it up princess".
