US Imposes Sanctions on Israeli Settler West Bank Outposts

The US imposed sanctions on two Israeli outposts in the occupied West Bank on Thursday, the latest move against settlement activity it says is an obstacle to peace between Israelis and Palestinians.
The US Treasury Department added two entities, Moshes Farm and Zvis Farm, as well as three Israeli nationals, to its list of sanctioned entities, according to the Office of Foreign Assets Control's website.
Axios reported late on Wednesday, citing three US officials, that the outposts would be targeted with sanctions because they were used as a base for attacks on Palestinians by settlers deemed to be extremist.

The administration in February imposed sanctions on four Israeli men it accused of being involved in settler violence in the West Bank, signaling growing US displeasure with the policies of Israeli Prime Minister Benjamin Netanyahu.
The administration said at the time that Israel's expansion of settlements in the West Bank was inconsistent with international law.
Israel has stepped up raids in the West Bank since the Gaza war began in October. United Nations' records show at least 358 people in the Palestinian territory have been killed since Oct. 7, a quarter of them children.

State Department spokesman Matthew Miller said in a statement Thursday that “there is no justification for extremist violence against civilians or forcing families from their homes, whatever their national origin, ethnicity, race, or religion.”

Currently, nine people and their properties have been sanctioned under the new executive order targeting West Bank settlers according to Treasury's Office of Foreign Assets Control database.

Well Good. It is beneficial for these sanctions to be put in place. It sends the message that the continually settlement and seizure of land in the West Bank by Jewish settlers is unacceptable. The reality is that most of this land in the West Bank must be given back for any type of feasible peace solution to be put in place for a two party state (i.e. aligned with the deal offered to Arafat).

Israeli Ambassador to the United States Michael Herzog charged that Senate Majority Leader Chuck Schumer's criticism of Israeli Prime Minister Benjamin Netanyahu's leadership is "unhelpful" as the Jewish state continues its war against Hamas in response to the Oct. 7 terrorist attacks that left over 1,200 dead and hundreds more taken hostage.

"Israel is a sovereign democracy. It is unhelpful, all the more so as Israel is at war against the genocidal terror organization Hamas, to comment on the domestic political scene of a democratic ally. It is counterproductive to our common goals," Herzog wrote on X.

UNRWA chief Philippe Lazzarini has thanked Australia for becoming the latest country to restore funding to the UN agency for Palestinian refugees.

“Your support is testament to your commitment to humanitarian principles & the plight of #PalestineRefugees during unprecedented crisis,” he wrote in a post on X.

“I hope that other donors who have temporarily paused their contribution will make similar announcement & support the Agency to reverse the widespread hunger in #Gaza & to remain a life line for Palestine Refugees across the region.”

Earlier we reported that Australia’s Foreign Minister Penny Wong said a new agreement was being finalised, and Australia would then resume $6m in funding that had been suspended in January following accusations by Israel that UNRWA staff participated in the October 7 massacres.

Yes, as noted. Egypt is in full control of the land border crossing at Rafah, Israel does not control this particular crossing. A majority of the civilian population in Gaza is now huddled near Rafah -- which makes the Rafah crossing the optimal location to send in food aid trucks.

So why are there long lines of aid trucks lined up at a border crossing controlled by Egypt -- where Egypt could easily let them in? Well, the answer is that it is due to Egyptian government corruption -- where they are demanding $5000 per food truck in bribes in order to allow them to cross the border into Gaza.

A port is proposed because getting food aid into Gaza via land crossings is not working and food drops from planes cannot provide anywhere near the necessary level of food supplies. The primary issue stopping aid at the Egyptian border is corruption; the issues with food aid stopped at the Israel border involves multiple issues -- including Hamas stating they will kill anyone who coordinates with Israel to allow aid into Gaza.

Not a single Arab country is stepping up to provide any assistance with building, operating, and controlling security at the proposed port. At this point, a port looks to be a U.S. only operation which would only serve to make the U.S. military a direct target of Hamas.

All of this -- including the total corruption at the Egyptian border stopping the flow of food aid trucks and failure to step up to provide an alternative (i.e. a port) -- just serves to underline that Arab governments do not give two hoots about the civilians in Gaza.

I have outlined multiple times previously the importance of getting food aid into Gaza for the civilians. Certainly (as I have outlined) there are issues at the Israeli crossings including the families of hostages attempting to block aid from crossings. However I will note that by tonnage the majority of the food aid in the past four weeks have crossed in from Israel and a dwindling portion from Egypt. Overall food aid truck deliveries have been decreasing since February which is a significant issue for the civilians in Gaza.

At this point, only Hamas is holding up an internationally-brokered ceasefire agreement in Gaza. Nations such as Qatar are so frustrated with Hamas that they will evict their leaders if Hamas does not agree to the ceasefire. A ceasefire would allow the supplies of food to quickly ramp up -- Hamas is basically responsible for the starvation in Gaza at this point by refusing to agree to a ceasefire.

There is reality and then there is Pallywood creating fake narratives that Israel is using hunger as a weapon. Maybe Hamas needs to stop threatening to murder anyone who cooperates with Israel in distributing food aid.

Certainly the entire food delivery situation is not optimal -- however it is a outrageous stretch to claim Israel is deliberately using hunger as a weapon. The primary problems in Gaza are distribution, looting and theft of the food by Hamas.

We tried to better the mechanism of aid distribution across the Gaza Strip,” she said, noting that the trucks entering Gaza have excess capacity and that the backlog of aid is on the Gaza side of the border.

The [distribution] mechanism has not been functioning as it should because they [it] was reliant on Hamas,” she said.

Heinrich spoke after Borrell delivered a blistering attack on Israel for its conduct in Gaza during a speech he delivered to the UN Security Council in New York on Tuesday in which he said that in Gaza, “starvation” was used as a “weapon of war.”

“We are facing now a population fighting for their own survival,’ Borrell said as he painted a dire picture of the impact of the war in Gaza using Hamas data.

More than 30,000 Palestinians in Gaza have been killed since the start of the war, while 1.8 million people have been displaced, and another half a million people are “on the brink of starvation,” Borrell said. Israel has stated that over 13,000 of the Gaza fatalities are combatants.

“Humanitarian assistance needs to reach Gaza, and the European Union is working as hard as it can to make this possible,” Borrell said.

He blamed Israel for the humanitarian crisis, noting that at issue was not “a natural disaster. It is not a flood. It is not an earthquake. It is man-made.

“And when we look for alternative ways of providing support – by sea or by air – we have to remind that we have to do it because the natural way of providing support through roads is being closed, artificially closed,” Borrell said.

“Let humanitarian support flow into Gaza. Continue asking – and more than asking – Israel not to impede humanitarian to go through the natural way, which is by road,” Borrell stated.

He appeared to compare Israel to Russia when he said, “When we condemn this happening in Ukraine, we have to use the same words for what is happening in Gaza.”

Borrell also spoke in support of the United Nations Relief Works Agency, which is the main service provider for Palestinian refugees. Israel is working to close the agency after finding that at least 12 of its staff members had participated in the Hamas-led October 7 invasion of Israel in which over 1,200 people were killed and another 253 were taken hostage.

Israel has also said that at least 190 of its staff members are connected to Hamas.

Borrell pushed back at criticism by UNRWA’s opponents that by recognizing as refugees the descendants of those Palestinians who fled from Israel during the 1948 War of Independence, it was creating a permanent and expanding class of refugees.

“Let me remind you something,” Borrell told the UNSC. “UNRWA exists because there are Palestinian refugees. It is not a present to the Palestinians; it is an answer to their needs. UNRWA exists because first, there were Palestinian refugees. We won't make these refugees disappear by making UNRWA disappear. They will still be there.

“In fact, there is only one way to make UNRWA disappear: making those refugees citizens of a Palestinian state that coexists with an Israeli state. Almost everybody agrees on that, but how can we make this solution a reality?

“There is no magic solution. But maybe there are credible ways to try to achieve it. The two-state solution,” Borrell said.
