Of course Russia has exceeded SA. SA agreed with the rest of most OPEC nations to cut their production. Russia, as a non-OPEC producer, did not cut production. Do the math.
By the way, I apologize for not retracting what I said, mistakenly, about Russia not agreeing to cuts with the Nov 30th OPEC agreement. I was flat out wrong and for that I apologize. I forgot they said they would do that. But I gots a funny feeling about them, those Russians. They have been fluctuating in that range of 300K for over a year. So if their production drops naturally by 300K for a couple of months, is it really a cut, or just milking to the world what they have been already doing, with their volume?
