I believe this is how Frank and Lynch spun it at their meeting with the bank heads a few months ago, but they didn't mention a specific number. It sounds like Reuters is crossing the Defazio bill with the Tarp provision.

I actually love that these douche bag Democrats are throwing this around, as this will make the revolt against them even stronger in the 2010 elections. There are hundreds of thousands of day traders in this country, and you can bet your ass that every one of them will be voting Republican in next year's elections. Historically, the losing party in the presidential election will always make nice gains in Congress in the first mid-term election. If Obama and the Dems. pass this disaster of a health care bill, which will cut Medicare by 500 million dollars, our senior citizens will absolutely revolt against these morons. The Dems. seem to forget that senior citizens are the largest block of reliable voters in this country, and all the college idiots, ghetto blacks, and fraudulently registered ACORN voters named Moe, Larry, and Curly certainly won't be casting ballots as their "furor" Obama isn't running for re-election until 2012. The GOP is poised to make very nice gains in 2010, as they will have the senior citizens, Independents, and day traders on their side. Obama has lost virtually all Independent voter support, and if you combine all of these factors, the Republicans should do very well in 2010, as they will have enough representatives in Congress to filibuster/kill any proposed financial transaction tax. Yeah, the Dems. will have union voter support, but I would typically expect a good portion of these losers to be drunk, high, or in jail, and will more than likely not cast a vote in this upcoming election.
Hell, even as the Senate stands right now, this tax would never pass, as Senator Charles Schumer D-New York is against it, and I'm sure there are also some moderate-conservative Dems. against it as well.
The Democrats are absolutely begging for an ass kicking next year, with Obama/Congressional Dems. spending money like a bunch of drunken sailors, Obama trying to indoctrinate our kids in school. Gee, the last leader I saw do that was Adolph Hitler. Their also trying to pass health care legislation that the majority of America doesn't want. In some ways, I do hope they pass this health care bill, as it will bring the Democratic party to extinction that much sooner. That is, if we still have a country left.

This guy mentions that Barney Frank is for a transactions tax. I'm still not convinced of that. I think Barney is talking about a fee or tax on specific banks that received bailout funds not every single mom and pop transaction. But I could be incorrect...
