Market perform is a stock within +/- 10% of the future, or some other percentage depending on which firm made the call. Sector perform is within 10% of the benchmark's sector. Market outperform is exceeding the market by 10+%. Market underperform and the stock is predicted to underperform by 10% to the market. Strong buy is an absolute price call beating the market by at least 10% over 6-18 month periods.

Generally these are all relative to benchmarks, but it depends on the analyst and who they're with.
