from what I understand it is 67% today, and the remainder is yet to be decided. I believe they have up to one year to settle things out. However rumors have it that things will be totally settled by April and supposedly the remainder will be paid out then.

Yes, it does. The only thing I'm wondering about is how are taxes settled on the remaining money since traders don't know if they'll even get it?
