Bush just spent hours with these people then they all go to a photo shot. It is perfectly normal behavior as the host not to shake hands again, might even be rude to reintroduce yourself after spending hours with somebody.
Bush is hosting this party. Bush's strength is interpersonal relations, everyone who meets him always says he is a very warm person.
This is a question for social etiquette experts. As you go from one public scene to another when do you drop the formal handshake and just go to the eyewink or headnob. If shows signs of a relationship when you don't feel the need to shake hands....Good friends don't shake hands as much as strangers.
This is what CNN should focus on. Why did those leaders feel close enough only to Bush that they felt a handshake was awkward.
