I don't think he can prevail with that argument: same as ATF pulling out badge after asked to leave. Neither the opposite corellary to the endorsement clause.
If asked to leave because of government employment, it's fair government account be used to report the restaurants position, saving other government employees from entering at the risk of having to leave. If ATF is asked to leave for non-employment reasons, he can't just pull badge out to identify, as if then it was employment related. Blacks have a right to spread word about where "no blacks served" signs are located, and government employees have right to use official accounts to spread word to other government employees and any public who cares.
This might not be happening if she had walked out of the correspondence dinner, as she should have.
The LGBT employee argument is even more baseless.
