I doubt this would ever happen. Unlike television, the internet gives the user much more control of the content they wish to view. Now granted this is not always the case (with spam, pop-ups, etc.), but by and large people can configure their systems to only allow specific sites, etc -- this is good for parents who want to use Net Nanny to make sure their 9 year old isn't surfing porn.

hope you're right. but if it's prevented, it will be due to the technology, certainly not to the lack of intent of the politicians:
