Nice try. Assuming that I am reading the section that you are referencing, Mueller's response is correct, however, he wan't asked if a President can pardon themselves. There is a debate about it, however, based on the Nixon pre-emptive pardon precedent, a president can be pardoned for any crimes that have been committed.
