While I do not know that it is happening in China my bet is either you are correct that it will -- as you state the culture is there already -- or that it has begun and will grow.

As it is, clubs and bars that hire foreigners as staff do tend to draw quite a crowd. The people are usually hired illegally, but no one cares. When they hear that someone with white skin and blond hair is serving drinks at club such and such, they make a beeline for the place just because it offers something different. After all, boredom is a danger that the middle class everywhere combat.

Not everyone gets to be on welfare. They actually engage in quite a bit of racial profiling at the welfare office. Plus you would need to do things like have kids out of the wedlock if you want to state to really pity you. Otherwise if you are an able bodied twenty something, the application is likely to be denied.
