Will Japanese youth begin having sex and reproducing?

Japan has been suffering from the "Panda bear" syndrome for a while, the Japanese youth not reproducing and the country at negative population growth.

I wonder if now with the hardship that is coming will they begin having sex and having children?

Usually it takes a shock to the system to get things moving along.
