Why would this limit order not get filled?

And i wonder why his broker, who makes money off bid/ ask, did not fill that buy order.
Even a medium volume semi- liquid stock can make money= must be with a wide bid ask of $7.50/7.60, NO one wants to fill a buy order of $7.51.[unless the market is dropping+ that stock has most likely dropped a lot, with NQ making news highs/new highs............................................................................................]In other words with a wide bid ask spread, not many want to work for penny/ peanuts-even though i dont blame him for asking.

I'm with a direct access broker. They're supposed to send it to the venue.

OK,fine by me.
UNLESS you see a bunch of trades[anywhere] going off like that- I would be surprised if you see many sucessful fills trying to split a bid ask $7.50/7.60/ maybe $7.55/7.60 split.[Especially in a strong uptrend market; maybe on a pullback.].But thats just a guess.
I have in my trading plan ''don't quibble over a quarter + miss the move''
There is opportunity in wide bid/ ask spread...……………………………………………………………….
